## Scope

This PR consisting of 9 patches adds end-to-end enablement of SDCIAE, covering:

- CPU feature detection for L3 Smart Data Cache Inject  
- Command-line support to enable/disable SDCIAE  
- Detection of the underlying io_alloc capability

### Resctrl/fs interfaces to:
- Enable/disable io_alloc  
- Display io_alloc support status  
- Display and modify io_alloc Capacity Bitmasks (CBMs)

- Updates to rdt_parse_data to carry mode/context required for io_alloc  
- Kernel handlers to apply io_alloc configuration changes

- **x86 cpufeatures:** Advertise SDCIAE capability  
- **x86/resctrl:** Wiring SDCIAE into command-line and feature detection paths  
- **fs/resctrl:** User-facing interfaces and kernel plumbing for io_alloc  
- **CBM management:** Read/write interfaces for io_alloc capacity masks

## Unit Test Process

Kernel Configuration: The kernel was built with the following options enabled:
CONFIG_X86_CPU_RESCTRL=y
CONFIG_ARCH_HAS_CPU_RESCTRL=y
CONFIG_PROC_CPU_RESCTRL=y
CONFIG_RESCTRL_FS=y
CONFIG_RESCTRL_FS_PSEUDO_LOCK=y
CONFIG_PCIE_TPH=y

**Verification:**

1. Confirm resctrl initialization:
```
# dmesg | grep -i resctrl
```

2. Mount resctrl:
# mount -t resctrl resctrl /sys/fs/resctrl/

**Functional Test Examples:** 
a. Check io_alloc feature availability.
```
# cat /sys/fs/resctrl/info/L3/io_alloc
```
Expected output:
Disabled

b. Enable io_alloc.
```
# echo 1 > /sys/fs/resctrl/info/L3/io_alloc
# cat /sys/fs/resctrl/info/L3/io_alloc
```

Expected output:
Enabled
c. Read io_alloc CBM values.
```
 # cat /sys/fs/resctrl/info/L3/io_alloc_cbm
```
Expected output:
0=ffff;1=ffff

d. Change CBM for domains 1.
```
# echo 1=ff > /sys/fs/resctrl/info/L3/io_alloc_cbm
# cat /sys/fs/resctrl/info/L3/io_alloc_cbm
```
Expected output:
0=ffff;1=00ff

e. Change CBM for domains 0 and 1.
```
# echo "0=ff;1=f" > /sys/fs/resctrl/info/L3/io_alloc_cbm
# cat /sys/fs/resctrl/info/L3/io_alloc_cbm
0=00ff;1=000f
```
f. Disable io_alloc feature and unmount resctrl to finish.
```
# echo 0 > /sys/fs/resctrl/info/L3/io_alloc
# cat /sys/fs/resctrl/info/L3/io_alloc
```
Expected output:
